刚在网上搜到这样一条
As a foreign citizen on stopover in Malaysia, you are eligible for Transit With Out Visa (TWOV) should you meet the following requirements:-
you DO NOT leave the designated transit area in the airport during transit
这是说不能出机场吗？？
还在另一地方搜到
Transit Without Visa (TWOV) facility is not offered other than to Indian Sub Continental Countries citizens.

急问有2011年乘坐亚航转机TWOV出LCCT机场的同学吗？
我怕政策有变。。

Transit With Out Visa (TWOV)是过境，没有签证，所以不能出机场，有一定的区域活动限制！
