Any visa issued to anyone is based on the agreement between your country (the country that issues your passport) and the country you want to visit. And it is mutual. There are NO exceptions.
India must also issue 10 year multi-entry visa to US citizens. There are many countries that are in the visa waiver program and their citizens do not need visas to enter US for a certain period of time.
In our case, US will only issue Chinese (not including HK, Macau and Taiwain) passport holders short-term and limited entry visas. And our consulates do the same to US citizens.
There is nothing you can do or envy. We are a communism country, remember?
