我买的是特价机票。昨天发了机票的确认号给宿务航空,并说明想转让机票的情况,他们发了下面这份EMAIL给我。意思是否要转让必须先升级仓位?不知道有没有理解错。

Please be informed that name change is applicable provided that fare upgrade must be done first since
Bookings J5QQ7P, I9BF6T, B54ITS, V1K8HR and XBB85Q were booked under promo fare.
Fare upgrade or re
Booking of promo fare to a regular fare depends on the
Booking restriction. You may call the reservation hotline 7020888 to assist you on the fare upgrade first before proceeding to name change.
Once done, please submit the following documents:
1 Primary ID (passport w/ signature) of the original passenger
1 Secondary ID of the original passenger
Letter of Authorization (attached) – signed by the original passenger
1 Primary ID (passport) of the new passenger
1 Secondary ID of the new passenger
Reminders:
- NAME CHANGE should be done more than 24hrs prior scheduled flight.
- Primary IDs: Passport, NBI Clearance, Driver’s License, SSS ID, GSIS ID, PRC ID and Senior Citizen’s ID
- Secondary IDs: Employment ID, School ID and other private organization-issued photo IDS
- Name change is not applicable for
Bookings with promo fare.
- NAME CHANGE FEE will apply
- one letter of authorization per transaction
Once all documents are received and request is approved, name change fee must be settled more than 24 hours prior the departure date.
