1)According to California Vehicle Code,The speed limit on the highway refers to "absolute speed". Even you were 1 mile above it, you were violate the code. But normally, CHP (California High Patrol) will let you go if your speed is less than 10 m/h over the speed limit. By the way, if you got a speed ticket in a local jurisdiction, then you have a lot of ways to fight the ticket. However, this is not a topic here.

3)By law, when you stopped by a peace office on moving violation , you need to provide you identification, such as driver's license, even passport if you are not a US resident. The speeding itself is a infraction(as your case), but if you 不理他, it becomes a misdemeanor and a judge will issue an arrest warrant on you. Then every time you are stopped by a police office, your record will be cross checked to see if any outstanding warrants were there on you. California DMV is sharing the database with all the neighbouring states now, such as Nevada,Arizona and Oregon.
So, technically, you can be caught in those four states later on if you want to 不理他. However, I don't know the SoL on those misdemeanor cases.
I will give more details why I made some very astonish possibility when I have access to Chinese character input.
