You wrongly understood this. It means 'the minimum price you paid should be GBP 12'. That means, if your price (after discount) is lower than GBP 12, you need to pay at least GBP 12.
Also, I do not think that Two Person Together card enables you any discount during peak time.
One thing more, Peak Time varies in different stations, but usually between 4:30-9:59. For example, all trains departuring from Oxford after 9:30 are considered as 'off peak'.
