西部各州是允许别国驾照在该州使用的，加州的交通管理部门的网站上是这么写的：
The following persons may operate a motor vehicle in this state without obtaining a driver's license under this code:
(1) A nonresident over the age of 18 years having in his or her immediate possession a valid driver's license issued by a foreign jurisdiction of which he or she is a resident, except as provided in Section 12505
nonresident应该一般游客都算，也就是说，如果是18岁以上，且不是加州常驻居民，那么持护照所在国颁发的有效驾照就OK了，同时遵守加州法律就好。

美西大多数州认可中国驾照，美东认可的少了点
